The Federal Bureau of Investigations intends to award a non-competitive, sole source purchase order to Collaborative Testing Services (CTS), 21331 Gentry Drive, Sterling, VA 20165 for a subscription for proficiency testing services for fiscal year 2008. Proficiency testing shall be provided by CTS in the following core areas: controlled substances, crime scene (bloodstain pattern), serology, DNA, firearms, tool marks, imprint/impression evidence, fiber, latent prints, paint, glass, flammables (fire debris), questions documents, and toxicology (blood/alcohol, drug). Proficiency testing is a requirement to maintain the FBI Laboratory's accreditation by the American Society of Crime Laboratory Directors, Laboratory Accreditation (ASCLD/LAB). Through this accreditation the Laboratory is currently bound by the ASCLD/LAB 2003 manual and the requirements therein. All ASCLD/LAB requirements are rated as either Essential (E), Desirable (D), or Important (I). The Laboratory must comply with all essential criteria in order to maintain accreditation with ASCLD/LAB. Proficiency testing is defined as an essential requirement by ASCLD/LAB. Due to these strict requirements tests can only be purchased from vendors who have met ASCLD/LAB's strict criteria for the production of proficiency tests. Currently CTS is the only approved provider for crime scene (bloodstain pattern), firearms, tool marks, imprint/impression evidence, latent print, and questioned documents. This Notice of Intent is not a request for competitive quotations, however interested parties may identify their interests and capability to respond to this requirement or submit quotes to this office by 10:00 AM, EST, Monday, October 15, 2007, via email to

Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. This contract will be awarded as a commercial item in accordance with Federal Acquisition Regulation, Parts 12 and 13. All contractors anticipating award, must be registered in the Central Contractor Registration (CCR) Database.
