NASA/HQ has a requirement for MIT to furnish all the necesary training services, qualified personnel, distance learning, materials, equipment to NASA for one participant for the System Design Master's Degree Program. NASA will select one program participants, fund their travel on-campus living expenses and provide a mentor. The Contractor, MIT will provide NASA with opportunities to enhance the program curriculums, participant in alumni functions and recommend support program activities. NASA/HQ intends to purchase the training services from Massachusetts Institute of Technology, under the authority 10 U.S.C.2304(C)(1). MIT os the only source that can provide the necessary training services because they possess an established system to facilitate dual masters program for engineering and business, and their affiliation with the Sloan and Harvard Business School. In addition, MIT has developed this training curriculum, which firmly displays the value-added benefit to NASA for establishing and utilizing this institution. MIT's knowledge of NASA programs and culture is critical for the success of the Applied Leadership Program. The Government intends to acquire a commercial item using FAR Part 12. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested parties may identify their interest and capability to response to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received by 3:00 pm EST on September 19, 2003, will be considered by the Government. Information received will normally be considered solely for he purpose of determining whether to conduct a competitive procurement. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed. See NASA Specific Note "B".
