THIS IS A NOTICE OF INTENT, NOT A SOLICITATION FOR COMPETITIVE QUOTATIONS.
A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND QUOTATIONS WILL NOT BE REQUESTED.

This is a presolicitation synopsis for commercial items prepared in accordance with the format in Federal Acquisition Regulations (FAR) Subpart 5.207, as supplemented with additional information included in this notice. The solicitation number is W912CL-12-R-0014 and will be issued as a sole source request for proposal (RFP) on or about May 15, 2012.The 410th Regional Contracting Center (RCC), Fort Sam Houston, TX intends to negotiate a sole-source contract with Cambridge International Systems, Inc. for the development and deliverance of a train-the-trainer program of instruction and manuals for operators and maintainers of eleven (11) Mobile Emergency Operations Centers (MEOC)s in Santiago, Chile. The period of performance will be for 120 days following award a firm fixed-price contract. The North American Industry Classification System (NAICS) code is 611699 and the size standard is $7,000,000.00. As a sole-source solicitation, the business set-aside is NA.

Cambridge International Systems, Inc. customized, installed, integrated and tested the MEOC vehicles with trailers. Based on their customization and design work, the Government has determined that any other offeror of the required training services would inherently need to partner with or subcontract Cambridge International. Such action would add a layer of additional costs in the form of overhead, G&A and profit to a second party that would not be levied if award is directly to Cambridge International.

The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within 14 days after date of publication of this synopsis will be considered by the government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
