The Department of Veterans Affairs Mid Atlantic Health Care Network (VISN 6) intends to negotiate a Sole Source commercial item services procurement with PAIRS Foundation, Ltd to provide PAIRS training/counselling marriage enrichment retreat and a train-the-trainer workshop for certification of the aforementioned training/counselling. Period of performance will be September 16, 2011 to September 23, 2011. Hotel in Hampton, VA has already been secured for this period of time. Contractor to provide a specialized training course that focuses its curriculum on "emotional literacy" and "improving communication skills" of returning veterans and their spouses suffering with marriage issues related to combat stress. Participants need to receive PAIRS certification credentials along with an instructor's guidebook/handbook. At the conclusion of the seminar each certified participant will be able to conduct training/counseling and marriage enrichment retreats for veterans and/or active duty personnel and spouses as well as family members. The training must NOT be "faith-based" therefore not being geared toward any one faith group, since the VA is required to be diverse in our training materials so as not to exclude any one Christian or non-Christian group of veterans. This proposed procurement is for supplies or services for which the government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. This notice of intent is not a request for competitive quotes.
