The USAFE Contracting Squadron at Rhine Ordnance Barracks, Germany is seeking contractors possessing an existing GSA contract to perform the below listed functions: USAFE FORCE PROTECTION CONTRACTOR REQUIREMENTS USAFE FP CELL FP CELL LEAD CONTRACTOR: • ORGANIZE DEVELOPMENT AND IMPLEMENTATION OF FP CELL - Coordinate computer support, furniture, and other equipment - Build Threat Working Group process - Build USAFE Integrated Vulnerability Assessment (IVA) process into FP Cell: validate and execute annual IVA requirements - Organize and train FP Cell members for TWG and IVA duties • FACILITATOR FOR USAFE TWG • CONDUCT HIGHER HEADQUARTERS INTEGRATED VULNERABILITY ASSESSMENT (FACILITATOR FOR ALL IVA FUNCTIONS) • DEPUTY FP CELL DIRECTOR • KNOWLEDGE OF DOD, EUCOM & USAFE AT/FP PUBLICATIONS INTELLIGENCE: • CHAIRMAN OF USAFE THREAT WORKING GROUP (TWG) - Assess threat data - Determine threats that affect USAFE wings - Develop proposed mitigation for threats - Advise COMUSAFE through the Executive TWG on mitigation measures to counter threat • KNOWLEDGE OF DOD AT/FP PUBLICATIONS • RECEIVE, ANALYZE, VALIDATE, AND DISSEMINATE THREAT INTELLIGENCE DATA RELATIVE TO USAFE/SF • ASSESS THREAT INFORMATION RELATIVE TO USAFE – PREDICT POTENTIAL TERRORIST THREATS BASED ON HISTORY, CAPABILITIES, AND TACTICS, TECHNIQUES, AND PROCEDURES • INPUT JRAMP INTELLIGENCE DATA SECURITY FORCES: • CONDUCT HIGHER HEADQUARTERS INTEGRATED VULNERABILITY ASSESSMENT (PHYSICAL SECURITY) - Assessing installation antiterrorism and other plans - Evaluating overall physical security and security operations - Reviewing security forces, security force augmentation program - Evaluating installation access control and perimeter barriers - Reviewing from local law enforcement and other security agencies - Assessing installation antiterrorism education and training - Examine personal and executive protection and training for high-risk personnel/billets (if applicable) - Examining installation’s estimate of terrorist operational capability, intentions, activity, and the operating environment influencing terrorist groups - Assessing the installation’s threat assessment process - Review exploitable information and vulnerabilities - Identifying and evaluate the vulnerability of illustrative targets - Selecting illustrative targets and the method of attack for each target, based on exploitable vulnerabilities - Examine medical capabilities - Analyze the currency of water system vulnerabilities and testing - Examine food system vulnerability assessment - Assessing adequacy of off-installation support (non-law enforcement) - Assess Chemical, Biological, Nuclear & Radiological detection systems - Review Medical Contingency Response Plan, training & exercises - Review host nation MOU/MOA - Evaluate local Force Protection Condition Measures in response to medical requirements, capabilities and mitigation measures - Determine adequacy of medical responses for Terrorist Incident Response and Consequence Management related response elements - Determine immunization efforts for military population • CORE MEMBER OF USAFE THREAT WORKING GROUP - Assess ability to execute installation terrorism consequence management plans and terrorist incident response measures - Assess emergency operations and response including: medical capabilities, MASCAL and planning, EOD, HAZMAT, mass notification, EOC operations, and incident response teams - Assess crisis management planning to determine feasibility when applied against the FPCON implementation plan - Assess communications and its ability to assist response - Examine WMD assessment process - Formulate and suggest mitigating measures • MEMBER OF USAFE THREAT WORKING GROUP – AS REQUIRED • KNOWLEDGE OF DOD AT/FP PUBLICATIONS CIVIL ENGINEER – STRUCTURAL: • CONDUCT HIGHER HEADQUARTERS INTEGRATED VULNERABILITY ASSESSMENT (STRUCTURAL) - Assess fire-protection systems, fire suppression, and fire alarms - Assess electric supply and distribution systems—will critical facilities continue to be supplied during a terrorist incident - Assess fuel storage and delivery--can be exploited by a terrorist to divert first responders and/ or be a casualty multiplier - Assess telecommunication facilities and distribution systems - Assess water supply and distribution systems to determine their physical vulnerability to waterborne contamination - Assess heating, ventilating, and air-conditioning (HVAC) systems to determine vulnerability to WMD - Coordinate and schedule requirements through EUCOM & AFSFC (JSIVA & AFIVA) - USAFE representative for HHQ IVA • MANAGE USAFE AT/FP LEVEL II TRAINING - Supervise team of four AT/FP LEVEL II Instructors - Develop & validate AT/FP LEVEL II course syllabus - Maintain AT/FP LEVEL II attendance statistics - Organize AT/FP LEVEL II mobile training teams (MTT) to meet USAFE requirements • MANAGE USAFE AT/FP LEVEL III, COMMANDER’S COURSE -
