- Organize and train FP Cell members for TWG and IVA duties

- Assess telecommunication facilities and distribution systems
- Assess water supply and distribution systems to determine their physical vulnerability to waterborne contamination
- Assess heating, ventilating, and air-conditioning (HVAC) systems to determine vulnerability to WMD
