This is a combined synopsis/solicitation for Commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. The announcement constitutes the only solicitation; proposals/bids are being requested and a written solicitation will not be issued. This solicitation is being issued as a Request for Quotation (RFQ) quotation number is 071789,071793, and a firm fixed price contract is contemplated. Multiple awards may result from this solicitation. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-23. The North American Industry Classification System Code is 611710 and the business size standard of $6.5 million. This procurement is 100% small business set-aside. All responsible small business sources may submit a proposal which shall be considered by the agency. The FBI has a requirement for to procure the following: Background--The FBI?s Compensation and Benefits Unit conducts Retirement Planning Seminars for its employees who are nearing retirementApproximately 1,100 employees are invited each year to attend one of three regionally-held seminars. Historically, these seminars have been held in the Washington, D.C. Metropolitan area; Florida, and the Southwestern U.S. All employees are covered by either the Federal Employees Retirement System (FERS) or the Civil Service Retirement System (CSRS), with some being covered under a combination of both systems. With the exception of the seminar held in the Washington, D.C. area, approximately two-thirds to three-quarters of those attending the seminars are federal law enforcement officers. At the seminar conducted in Washington, D.C. area, the majority of the employees attending are non-law enforcement employees. The contractor shall prepare their own Power Point
Presentation or similar computerized graphic presentation for use in making their presentation. Copies of presentations shall be available to the FBI at least eight weeks prior to each seminar, so that copies can be made and assembled into the hand-out materials. The FBI will provide the necessary audio/visual equipment to be used by the presenter. The contractor shall have a minimum of five (5) years of experience in financial planning, including tax planning, and federal retirement benefits presentations pertaining to FERS, CSRS, Social Security, Medicare, Thrift Savings Plan (TSP), the Feral Employees Group Life Insurance Program, and the Federal Employees Health Benefits Program, OPM?s Long Term Care.
All travel expenses shall be in accordance with the Federal Travel regulations.
The quotation shall include the Offeror?s past performance by submitting a list of three (3) related contracts with the Federal Government agencies to include names and telephone numbers of Contracting Officers and contract numbers. All Contractor employees may undergo a background investigation, the scope of which will be determined by the FBI, and may require a polygraph examination, before excess will be permitted. Place of Performance: Seminars will conducted at (3) locations within the continental United States. Period of Performance: The first speaker under this contract will be scheduled to appear beginning June 1, 2008 to December 1, 2008. The base period is subject to four one-year renewable options. The first seminar under this contract will be scheduled in June 1,2008. All responsible sources that submit a quote within 15 days shall be considered by the agency.
