THIS IS A SOLE SOURCE SYNOPSIS! The 45th Contracting Squadron has a sole source requirement to monitor an endangered species on Cape Canaveral Air Force Station (CCAFS), FL to comply with a Biological Opinion (BO) issued by the US Fish and Wildlife Service. In 1987, the Florida Scrub Jay (FSJ) was added to the list of threatened and endangered species. In 1990, the US Fish and Wildlife Service issued a BO that required the 45th SW to monitor the population of FSJ on CCAFS. The performance period for this contract is from 31 August 2007 until 31 December 2008. The contractor will be required to begin work on 1 November 2007. This is a Sole Source with Florida State University, IAW FAR 6.302-1. Florida State University is the only source capable of fulfilling the government?s requirement due to their prior work in the past, they posses the knowledge of survey techniques, locations of breading populations and how the groups are formed. No solicitation documents exist at this time. This item/service utilizes North American Industrial Classification System (NAICS) code of 611310 with a business size of $6.5M. This notice of intent is not a request for competitive quotes; however, the government will consider any responses from capable sources received within 10 days after date of publication of this synopsis. 45 CONS/LGCAA has determined that Florida State University is the only source capable of providing this requirement.
