The Government intends to negotiate a sole source commercial procurement with Living Works Education Inc. The purchase is a follow-on to previously negotiated procurement under F44650-01-P-0010 and F44650-03-P-0014 to Living Works Education Inc. for the Applied Suicide Intervention Skills Training (ASIST) Program. These nonpersonal services will provide self-sustaining suicide updates to prevention program presently in place and presented by Living Works Education, Inc across Air Combat Command wings. The goal of this training is to increase the confidence and competence of trained ASIST Members in dealing with suicidal airman and family members by training professional and non-professional personnel. The course content includes theoretical and theological perspectives on suicide, intervention skill training, prevention program elements, and a comprehensive review of Air Force policy and statistics. The course is a two-fold focus: prevention training and suicide intervention. This notice of intent is not a request for competitive quotes. However, interested parties may identify their interest and capability no later than 1200 Noon 23 April 2004 local time.A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government.
