The NAVSUP Fleet Logistics Center (FLC) Philadelphia Office, intends to acquire non-personal services support for the Naval Education and Training Security Assistance Field Activity (NETSAFA) located in Pensacola, Florida. The proposed contract action is for commercial services in which the Government intends to solicit and negotiate with only one source under authority FAR 13.106-1(b)(1). Interested parties may identify their capability and respond to the requirement. This notice of intent is not a request for competitive proposals. However, the Government will consider all responses received after date of publication of this notice of intent. A determination by the Government not to compete this proposed contract action is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive requirement. Insitu is the only company able to provide the BlackJack (RQ-21A) training to meet the technical and operational requirements of Thailand. Insitu, as the Original Equipment Manufacturer (OEM) is the only company exclusively able to provide the qualified knowledge and expertise to work on their proprietary RQ-21A system. Insitu personnel are the only instructors that possess the requisite technical, proprietary knowledge via having earned certifications from Insitu for instruction of the RQ-21A curriculum, thereby specifically authorizing them to provide training on this content to FMS customers.
