Solicitation Documents have been released.  A site visit is scheduled for August 16, 2010 at 1:00 PM CST.  See Section L FAR 52.236-27 in the solicitation for additional details. 
The 319th Contracting Squadron at Grand Forks AFB, ND intends to award a single firm fixed price contract for project JFSD 200969A/B UAS (RQ-4) Add Electrical Services and Repair Squad Ops/AMU Building 542. Contractor shall furnish all plant, labor, materials, supplies, and supervision necessary to perform the project in strict accordance with the Technical Specifications and Drawings. Project includes, but is not limited to the removal of interior walls, finishes, ceilings, HVAC, and electrical and fire suppression systems; interior renovation of several open-bay areas into a functioning UAS equipment/operations facility, including supporting office construction and mechanical, electrical, and fire suppression system work; interior gutting of existing office/work areas and construction of a Secure Compartmented Information Facility (SCIF), complete with Tech Control (data equipment) facility, all on a raised computer access flooring system to include construction of a perimeter sound-absorbing wall and other sensitive systems; interior renovation of office and training spaces for a new usage, including wall work, architectural casework, new finishes, doors and frames, ceilings, HVAC/electrical system work and fire suppression system work; exterior work consisting of a new emergency generator and associated building electrical system modifications and installation of a new concrete slab for HVAC system condensation units; and exterior work to close in several existing window and door openings. The magnitude of the resulting contract is between $1,000,000 and $5,000,000. The performance period will be one hundred eighty (180) days with no winter exclusion. The North American Industry Classification System code for this acquisition is 236220 with a size standard of $33.5M. The solicitation falls under the Small Business Competitiveness Demonstration Program and will be issued on an unrestricted basis.

This will be a Request for Proposal (RFP), Performance Price Tradeoff (PPTO) solicitation. There will be no public bid opening. Award will be made based upon Best Value to the Government in accordance with FAR 15 and the terms in the solicitation. The government reserves the right to award a contract to other than the lowest price. Evaluation factors will be set forth in Sections L & M of the solicitation.

No paper copies or CD-ROMS will be issued.
