ADVERTISEMENT FOR EXECUTIVE ARCHITECT UCLA requests a written response to this Request for Qualifications (RFQ) to select an Executive Architect to initiate a pre-design study and develop a Detailed Project Program (DPP) and support construction cost estimate to be used as a basis for a design document for a student residential housing project located at 565 Gayley Avenue, Los Angeles, California. The UCLA Gayley Towers Redevelopment project (UCLA Project #908052.01) will involve the development of a University-owned residential apartment near the UCLA campus and adjacent to Westwood Village. The University proposes to demolish an existing apartment building and redevelop the site with double occupancy units, each having a private or shared communal bathroom on each floor. Additionally, a shared common space, communal kitchen, study space, and living room space are envisioned for each floor. The DPP developed by the Executive Architect will validate the program requirements, determine density options, and evaluate construction costs to determine an optimal project configuration. The project will be designed to meet the requirements and intent of the University of California Regent's Policy on Sustainable Practices. The project is subject to review and approval by the UC Board of Regents, their delegated authority, and the California Environmental Quality Act (CEQA). The new construction shall comply with the University of California Policy on Sustainable Practices to achieve a minimum USGBC LEEDTM "Silver" certification. It will strive to achieve a USGBC LEEDTM "Gold" rating or higher whenever possible within the constraints of program needs and standard budget parameters. This RFQ is for full design services. However, the University reserves the right to defer negotiations concerning services other than pre-design studies until the completion of the pre-design phase feasibility study, a Detailed Project Program (DPP), and confirmation of the construction delivery model are approved. The University has not determined a delivery method for this project but may include either Progressive Design-Build, CMAR, or Design/Bid/Build. To avoid any conflicts of interest, if the Progressive Design-Build delivery method is selected, the Executive Architect and any consultants participating in the development of the DPP or project proposal documents on behalf of the University are precluded from participating as a member of any prospective Progressive Design-Build Team. Upon completion of the DPP, if the Progressive Design-Build delivery method is not selected, the Executive Architect will serve as the architect of record and manage and coordinate all design and construction document preparation tasks and construction administration responsibilities. The Executive Architect will also assist the University in securing Agency review approvals. The construction cost for the project is anticipated to be $35 - $45 million depending on the agreed-upon scope of work. The final selection and appointment of the Executive Architect is contingent upon project approval by the University of California Board of Regents or their delegated authority.
