ADVERTISEMENT FOR WASTEWATER CONSULTANT UCLA requests a written response to this Request for Qualifications (RFQ) to provide strategic and technical advisory services for the planning and to develop an advanced wastewater treatment plant at the University of California, Los Angeles (UCLA). UCLA is a public land-grant research university in Los Angeles, California. One of the most sought-after universities in the nation with yearly high application rates, UCLA is also a leader in sustainability, with comprehensive research, education, operations, and engagement programs across a wide range of areas. UCLA is pursuing developing a Wastewater Treatment Plant to support the University's policy target of a 36% reduction in potable water use per capita by 2025. Addressing water conservation is even more urgent given the current drought severity in California. The development will be time-sensitive and include the involvement of the Los Angeles Department of Water and Power (LADWP), LA City Sanitation and Environment (LA City San), and a research component to the project. Project delivery methods may include public-private partnership (P3) or Design-Build delivery. To avoid any conflict of interest, any consultant hired with the primary role of developing project proposal documents or Detailed Project Program (DPP) on behalf of the University will be precluded from participating as a member of any prospective Design-Build Team. Responses to the RFQ are due before or by 10:00 a.m. on Wednesday, October 6, 2021. A screening committee will determine a shortlist of firms; further steps in the selection process will be at the selection committee's discretion.
