UDOT Zero FatalitiesProgram SOLICITATION #DOT200305KT This Request for Proposals (âRFPâ), having been determined to be the appropriate procurement method to provide the best value to the Conducting Procurement Unit, is designed to provide interested Offerors with sufficient basic information to submit proposals. This RFP is issued in accordance with the Utah Procurement Code and applicable administrative rules of the Utah Administrative Code. If any provision of this RFP conflicts with the Utah Procurement Code or Utah Administrative Code, then the Utah Procurement Code or Utah Administrative Code will take precedence. Purpose of this Solicitation The purpose of this RFP is for the State of Utah to enter into a contract with a vendor to provide services for Utah Department of Transportationâs Zero Fatalities Campaign in partnership with the Utah Department of Public Safety. Background of the Conducting Procurement Unit The Zero Fatalities Program is a large-scale comprehensive behavior change and safety program involving more than a dozen state and local organizations; TV, radio and social media; extensive grassroots outreach efforts, media relations and a statewide traffic safety summit. It brings together engineering, education, emergency response, and enforcement to focus on achieving the goal of zero fatalities by utilizing partnerships between transportation safety agencies, advocates, and private companies. The successful Offeror that is invited to the clarification meeting can propose its plan and approach to meet the expected deliverables based on its expertise and experience. Project Goals for the Conducting Procurement Unit For both UDOT and DPS, the overarching goal for this program is to ultimately reach zero fatalities. We both cite statistics indicating that 94% of fatalities occur as a result of human error, and are therefore preventable. Both Departments understand that Zero Fatalities wonât happen all at once. But the Zero Fatalities program exists to educate and inform and motivate the driving public to eradicate dangerous driving behaviors and thereby decrease fatalities. Contract Award It is anticipated that this RFP will result in a single contract award to the responsive and responsible offeror with the highest score justified by the procurement code. Budget Estimate The annual budget for the Zero Fatalities Program ($2,300,000) including Heads Up ($350,000) and Truck Smart ($90,000) is $2,740,000. The budget is set and there will be no increase to the budget. Additionally, UDOT believes in the importance of the Zero Fatalities Program and its mission. As such, UDOT will seek to expend all of the budget in the Zero Fatalities Program each year.
