This is a REQUEST FOR INFORMATION (RFI) NOTICE for Market Research ONLY. The information collected through this process is considered to be market research as described by FAR 2.101 and in accordance with FAR 10.002. NO AWARD shall be made from this RFI. Responses in any form are not offers and the Government is under no obligation to award a contract as a result of this announcement. In addition, vendors responding to this RFI shall bear all risks and expenses of any resources used to provide the requested information. The submission of capability information in response to this market survey is purely voluntary.
INTRODUCTION
The Federal Bureau of Investigation (FBI) is issuing this RFI to gather responses from private sector entities, educational institutions and non-profit organizations, and other interested parties for the procurement of air-to-ground data communications. The FBI relies on the use of air-to-ground data communications to provide inflight secure voice and data communications from deployed aircraft. Bandwidth in the UHF-band frequency range is to be used as a medium for transmissions/receptions.
SCOPE OF SERVICES
The satellite bandwidth provider must be able to meet the following service support requirements:
1. Technical support is required 24/7/365 to assist FBI personnel with maintenance and trouble-shooting procedures.
2. Services shall cover two aircraft while in-flight over the CONUS, Alaska, Hawaii, and United States territories located in the Caribbean Sea.
2. The vendor shall provide the FBI with thirty (30) day written notification of any infrastructure changes that will affect FBI air-to-ground data communication services.
3. The vendor shall provide the FBI with waivered configuration changes; from Federal Communications Commission (FCC) and Federal Aviation Administration (FAA), to allow operations below 10,000 feet.
4. The vendor shall not discuss, advertise, or allude to the FBI air-to-ground data communications requirements or operating parameters with other customers outside the FBI.
SUBMISSION REQUIREMENTS
It is requested that interested businesses submit to the Contracting Officer a brief capabilities package demonstrating ability to meet the FBI's requirements and well as various plans available (how much data can each box use per month?). The documentation shall also include the following:
1. Company information: Name, Mailing Address, Point of Contact, Phone Number, Email, Duns Number, Tax ID Number, and Cage Code
2. Proprietary information, if any, should be kept to a minimum and be clearly marked.
3. Systems for Award Management (SAM) registration and what NAICs codes this requirement would fall under.
4. Business Size - If the vendor is a small business, an explanation of the vendor's ability to perform at least 50% of the work described in this RFI.
