Description

The National Cancer Institute (NCI), Division of Cancer Epidemiology and Genetics (DCEG), Radiation Epidemiology Branch (REB), Chernobyl Research Unit (CRU), plans to procure on a sole source basis the services of Dr. Olga Tsvetkova, Kiev, Ukraine 01024 to provide support services to the DCEG on US-Ukraine Chernobyl Related Studies.

The services herein are being procured in accordance with the simplified acquisition procedures as authorized by FAR Part 13.106-1 (b)(1). The North American Industry Classification System Code is 541990 and the business size standard in $14.0 million.

Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract.

Period of Performance: Performance shall be for the base year of twelve (12) months with two (2) twelve (12) month option periods.

It has been determined that there is no opportunity to acquire green products or services under this procurement.

The Chernobyl Research Unit (CRU), Radiation Epidemiology Branch, Division of Cancer Epidemiology and Genetics, National Cancer Institute sponsors joint U.S.-Ukraine studies of the health effects of the Chernobyl Accident. Currently, there are three collaborative U.S.-Ukraine epidemiological studies in the Ukraine, "Thyroid Cancer and Other Thyroid Diseases in Ukraine Following the Chernobyl Accident", "Leukemia and Other Hematologic Diseases Among Clean-up Workers in Ukraine Following the Chernobyl Accident", and "Thyroid Cancer among Chernobyl Cleanup Workers in Ukraine".

The contractor shall provide on-site support to the CRU in the management of the studies noted above. The continuing need for day-to-day contact between NCI representatives and a number of entities within Ukraine (e.g., governmental, scientific and medical institutions, and international centers as well as private individuals) requires an individual to provide continuous administrative and liaison support. The contractor shall attend routine scientific conferences of local staff in Kiev, serve as a translator/interpreter from Russian and/or Ukrainian to English and between English speaking and local individuals for routine conferences and scientific meetings held in Kiev at least quarterly; maintain routine professional and personal contacts within the various agencies in Ukraine to remain informed on current issues and report developments to the NCI; convey instructions to UkrAm Project Staff; and monitor performance of local staff.

Dr. Olga Tsvetkova is uniquely qualified to perform the requirements of this contract as a result of her scientific training and prior experience as a contractor for the aforementioned studies. Dr. Tsvetkova speaks and writes in three languages (English, Ukrainian and Russian) proficiently using scientific terminology. She has ties with both the Ukrainian Academy of Medical Sciences and the Ministry of Health which is essential due to the sensitivity of this project. She worked abroad on radiation effects projects which has given her background in working in the international arena. Dr. Tsvetkova has a vast background in the thyroid effects resulting from the Chernobyl accident. She served as Head of the International Department of the All-Union Scientific Center for Radiation Medicine. Therefore Dr. Tsvetkova is the only known source who possesses the necessary scientific background and specialized skills to fulfill the requirements of this contract.

This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, particularly small businesses; they should submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI Office of Acquisition on or before 11:00 AM EST on May 10, 2013. No electronic capability statements will be accepted (i.e. email or fax) an original and one copy must be sent to the NCI Office of Acquisition to the address stated above. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
