The United States Embassy in Kyiv, Ukraine, has a requirement for Ukrainian and Russian language classes for its employees and eligible family members to enable learners to develop a general and/or advanced language proficiency, as well as specific communicative competencies required for their work that focus on job related topics and day-to-day life.

The resultant contract will be a fixed-priced Indefinite-Delivery Indefinite-Quantity for the period of twelve months.

The U.S. Government intends to award a contract to the responsible company submitting an acceptable quotation at the lowest price.  We intend to award a contract order based on initial quotations, without holding discussions, although we may hold discussions with companies in the competitive range if there is a need to do so.

All prospective offerors should be registered in System for Award Management (SAM, www.sam.gov) at the time an offer is submitted, and shall continue to be registered until time of the award of the contract, during performance, and through final payment under the contract. In case the offeror is not registered in SAM at the time an offer is submitted, the Contracting Officer will proceed with an award to the next otherwise successful registered offeror.  Therefore, prospective offerors are encouraged to register prior to the submission of quotations.

To be considered for the award, all vendors submitting offers or quotations for this requirement must self-certify conformance in their profile at SAM.gov representations as required in FAR 52.204-24, FAR 52.204-25 and FAR 52.204-26. Vendors that fail to complete self-certification or present a record that does not reflect conformance at FAR 52.204-24, FAR 52.204-26 and FAR 52.212-3 (v) within SAM.gov will not be considered for the award.

The Government plans to issue the solicitation in the mid-August 2021. Please see the RFQ for the actual response date.
