The Uniformed Services University of the Health Sciences (USUHS), Bethesda, Maryland, intends to negotiate a contract, on a sole source basis, under the authority of FAR Part 13.106-1 (b), with GE (General Electric) Healthcare to supply a GE Logiq e Ultrasound Machine with linear and curved probes, docking cart, travel case, full software package, and support manuals/service agreement. The GE Logiq e Ultrasound Machine and its accessories are being procured as a commercial item in accordance with the procedures in FAR Part 12 (Acquisition of Commercial Items) and FAR Part 13 (Simplified Acquisition Procedures). The sole source determination is based on GE Healthcare being the only vendor to supply a small, portable ultrasound machine with the highest resolution of body tissues due to GE Healthcare’s proprietary software, CrossBeam. Extremely high tissue resolution is needed to ensure that surgical needles are visualized well and directed into the exact desired tissue structure that needs therapy. Additionally, the ultrasound machine must be relatively small and portable for use in the many clinics where USUHS sports medicine physicians provide consultation and ultrasound-guided needle procedures.

Sources interested in responding to this requirement must be able to provide compelling evidence that they can provide the abovementioned system as specified. Additionally, a determination by the government not to compete this proposed contractual action based upon responses received is solely within the discretion of the government.
