  The RFP will be issued as a 100% HUBZone set-aside and will utilize Lowest Price Technically Acceptable procedures to permit the Government to make an award to the firm that represents the best value to the Government and who meets the stated requirements. Technical acceptability will be based on meeting the following non-price factors:

 •A.    PDM:  One PDM will be required to be submitted as part of an offerors proposal.  The PDM will be tested and evaluated for conformance to the visual, dimensional, and manufacturing operations requirements of the specification MIL-DTL-85040D dated October 14, 2004.
•B.     Past Performance: Shall be evaluated for the period of two years prior to the solicitation closing date, the Government will assess offeror-submitted past performance information, as well as relevant information from any other sources, for use as an indicator to successful contract performance. 

NOTE: To be found technically acceptable, an offeror must have a rating of acceptable for both Product Demonstration Model (PDM) and Past Performance.

Please note that clause 52.215-9023 Reverse Auction (Oct 2009) DLAD, will be incorporated into the solicitation as a price negotiation tool.
