This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. The NSWCCD intends to solicit on a full and open competitive basis for:

1. Underwater Inspections
(see specifications and dates for inspections in attachment)

This announcement constitutes the only solicitation and a written solicitation will not be issued. Quotes are being requested under RFQ N0016716T0097. The NSWCCD intends to award a firm fixed price purchase order using Simplified Acquisition Procedures. The NAICS code is 541990 and the business size standard is 15,000.00. This requirement is 100% set-aside for small business.

This solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular. This RFQ incorporates all provisions and clauses in effect through Federal Acquisition Circular FAC 2005-78 and the Defense Federal Acquisition Regulation Supplement (DFARS) SEE ATTACHED FILE FOR CLAUSES AND PROVISIONS.

Evaluation Factors (in order of importance)

1. Technical - Offerors must quote products that reflect the desired specifications outlined in the Minimum Specifications included in the RFQ.

2. Price - Offerors must include all applicable costs to include shipping costs to Bethesda, MD 20817.
