The Contracting Office at Naval Hospital Bremerton, Bremerton WA intends to issue a sole source award to Abbott Laboratories Inc. 200 Abbott Park Rd, Abbott Park, IL 60064-3503 pursuant to IAW FAR Subpart 13.106-1(b)(1)(i) - Only one responsible source and no other supplies or services will satisfy agency requirements. This procurement is for the purchase of the UniPOC software solution. The software enables the Naval Hospital Bremerton to automatically upload patient testing results directly to the DoD's new electronic health record, MHS Genesis.  The UniPOC is the only fully approved DoD point of care testing (POCT) software solution approved for and allowed on our Defense Health Agency network.  The period of performance for the annual support will be 13AUG2018-12AUG2019 plus four option years.

The NAICS Code is 511210 with a size standard of 38,500,000 and is not a small business set aside. This acquisition is being conducted under FAR Part 13, Simplified Acquisitions Procedures, therefore the requirements of FAR Part 6, Competitive Requirements are not applicable and the resultant purchase order will include all applicable provisions and clauses.

This notice is NOT a request for quotes or a solicitation of offers; however, all responsible vendors may submit by email a capability statement by 13AUG2018. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered for the purpose of determining whether to conduct a competitive procurement. If no affirmative responses are received by 13AUG2018 to determine whether a qualified source is more advantageous to the Government, an order will be placed with Abbott Laboratories Inc prior to 30AUG2018.
