An RFP will be issued on or after 10/18/2017 for Gloves, Unisex, Black, Dress; NSN: 8440-01-161-7119(s) made in accordance with specification A-A-50386.

50% of the Unisex Glove requirement will be issued as a total small business set-aside and 50% unrestricted. The resulting awards will be firm fixed price IDIQ (Indefinite Delivery, Indefinite Quantity) type contracts, each with a base and four (4) one year option terms. Each contract will be for a minimum quantity of 42,082 pairs, annual estimated quantity of 105,204 pairs, and annual order limitation quantity of 131,505 pairs for each term.

Lowest Price Technically Acceptable Source Selection procedures will be utilized. The evaluation factors will include: 1) Product Demonstration Model and 2) Compliance with Terms and Conditions. Large businesses interested in the unrestricted portion will be required to submit a subcontracting plan as part of their proposal.

Delivery terms will be FOB Destination, inspection and acceptance at origin. Destinations will include: Austin, TX (VSTZ), Pendergrass, GA (VSTQ), and Lansing, MI (VSTN). Production Lead Time will be 90 days after the date of the order.

All contractors MUST be registered in SAM (System for Award Management) in order to be eligible for award. All responsible sources may submit offers, which DLA Troop Support shall consider.

Please note that ALL materials used in the fabrication of this item shall be furnished by the successful offeror. This solicitation contains DOMESTIC RESTRICTIONS, which means all components and all manufacturing must be obtained/performed within the United States. The Defense appropriations and authorization acts and other statutes (including what is commonly referred to as "The Berry Amendment") impose restrictions on the DoD's acquisition of foreign products and services. Generally, Clothing and Textile items (as defined in DFARS clause 252.225-7012), including the materials and components thereof (other than sensors, electronics, or other items added to, and not normally associated with clothing), must be grown, reprocessed, reused, melted or produced in the United States, its possessions or Puerto Rico, unless one of the DFARS 225.7002-2 exceptions applies.

NOTE: LEATHER, SHEEPSKIN, HAIR TYPE IN A RAW OR PICKLED STATE FROM FOREIGN SOURCES MAY BE USED, BUT ALL TANNING AND PROCESSING OF THE LEATHER MUST BE DONE DOMESTICALLY.
