The Naval Air Systems Command (NAVAIR), Precision Strike Weapons Program Office (PMA-201), intends to enter into sole source negotiations and subsequently award a Firm-Fixed-Price (FFP) contract to Zenetex, LLC., under Basic Ordering Agreement (BOA), N00019-18-G-0022. The anticipated delivery order provides for work required to update, document, test, and deliver a Harpoon Launch Module (HLM) to be used within the Cruise Missile Trainer personal computer (CMTpc) simulation for Windows 10 to support subsurface Encapsulated (ENCAP) Harpoon.  Contract award is anticipated for the second quarter of fiscal year 2021 and is anticipated to be for 4 months.

Subcontracting opportunities may be available and should be sought with Zenetex at the following address: Zenetex, LLC., 13800 Coppermine Rd, Suite 307, Herndon, VA 20171-6163.   The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302.  Interested persons may identify their interest and capability to respond to the requirement or submit proposals.  Please copy NAVAIR on any capability statements provided to Zenetex to the attention of Joanna Roland ([email protected]).   

Zenetex, LLC. is the sole designer, developer and manufacturer of the Harpoon Tactical Training Program and has past history in designing, developing, and modifying a variety of Harpoon training systems, including the Harpoon Embedded Trainer, Harpoon Employment Training Aid, and Submarine Embedded Trainer. Zenetex developed Harpoon Block II Missile training systems at their own expense, so the Government has restricted rights to the software.  Accordingly, Zenetex, LLC. is the only known, qualified, responsible source that can fulfill the requirements herein.  There is no commitment by the Government to issue a solicitation, make an award or awards, or be responsible for any money expended by interested parties before award of a contract for the effort described above.  Information provided herein is subject to change and in no way binds the Government to solicit for or award a contract.
