PRESOLICITATION NOTICE:
This is a pre-solicitation synopsis in accordance with FAR 5.201. This is not a Request for Proposal (RFP) or an Invitation for Bid (IFB), nor is it to be construed as a commitment by the Government. This synopsis is prepared in accordance with guidance found in FAR 5.207, and is prepared for the purpose of notifying potential offerors of an upcoming solicitation. The solicitation will be posted on the Federal Business Opportunities (Fedbizopps.com) website. The specific date of that posting has not yet been determined.

The AFTC/PZIE, Eglin AFB FL, intends to solicit and award a sole source firm fixed price contract for an Unmanned Aerial Vehicle system under the authority of 10 U.S.C. 2304(c)(5) as implemented by FAR 6.302-5 to NAVMAR Applied Sciences Corporation. The associated NAICS is 336411. This requirement is for:

1 x TigerShark Block 3XP UAV

The Government requires a product that meets or exceeds the following key performance parameters and key system attributes:

MINIMUM CAPABILITIES:
· Payload Bay: ≥ 500 Cubic Inches;
· Minimum Payload Weight: ≥ 30 lbs;
· Minimum Endurance: ≥ 6 Hrs;
· Loiter Speed (Minimum): ≥ 40 Knots;
· Max Speed: ≥ 70 Knots;
· Minimum Controllable Airspeed: ≤ 50 Knots;
· Ground Control Station: Cloud Cap Piccolo
· Ceiling: 12,000 ft
· Maximum Runway: 900 ft
· Over water operation
· Maritime corrosion control

Under the contemplated contract, NASC will provide the following UAV and support supplies and equipment:

1 x TigerShark Block 3XP UAV (TSB3-XP) with custom shipping container

Additional parts and ground support equipment:
Nose servo, ignition module, flight control servo, air filters, spark plugs, brake pads, wheel tubes, nose tube, nose tire, tires (main landing gear), video switch, nose gear assembly with safety wired arm bolts, propeller (herbrandson 372), propeller hub, EO camera, engine starter, deep cell battery jump pack and cables, 12 inch digital level, AV weight kit, motorcycle (AV) jack, piccolo programming cable, shore power unit, surface calibration kit, portable fuel cart (15 gal), TS tow dolley, weight and balance scales and ramps, tuff jugs, graduated plastic beaker, oil mix cup, attenuation kit, brake bleeder kit (syringe & hose), and wheel chocks.
