The US Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Region Acquisition Division, Simplified Acquisition Branch intends to negotiate on a sole source basis with the University of Georgia, Athens, using the procedures in FAR Part 13, To provide marine mammal diagnostic testing from cases submitted by the NMFS Marine Mammal Health and Stranding Program network members, especially during Unusual Mortality Events (UMEs), and by researchers especially from live capture release health assessments, to further our understanding of health, health trends, and diseases of marine mammal populations in the wild and provide advice to management regarding circumstances or causes of morbidity and mortality in these marine animal populations. The statutory authority for other than full and open competition is FAR 13.106-1(b)(1)(i), Only one responsible source.
