COMBINED SYNOPSIS/SOLICITATION
Equipment to upgrade existing automation component of Dobson Ozone Spectrophotometer
(I) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
(II) This solicitation is issued as a request for quotation (RFQ). Submit written quotes on RFQ Number NRMJJ1000914198DT
(III) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-33.
(IV) This procurement is unrestricted and open to all sources. The associated NAICS code is 334516. The small business size standard is 500 employees.
(V) This combined solicitation/synopsis is for purchase of the following commercial items:
The Automated Dobson Spectrophotometer at NOAA requires an upgrade in the automation technology. The following equipment from Nakashow Corporation is required for the automation upgrade.

(VI) Description of requirements is as follows:
The automated Dobson Ozone Spectrophotometer performs unattended measurements of the Umkehr effect, and attended observations of the thickness of the ozone layer using Japan Meteorological Agency (JMA) software and existing Interface Corporation Control and Acquisition System (ICCDAS). The spectrophotometer performs and records ozone measurements for NOAA and must be carried out to a precise measurement to be of value. This solicitation is for the automation that drives the existing spectrophotometer optical unit only.
(VII) Place of delivery is U.S. Department of Commerce, NOAA, ESRL, 325 Broadway, Building 22, Boulder, CO 80305. Delivery shall be FOB DESTINATION to Boulder, CO.
(VIII) Desired delivery is 90 days ARO; offerors shall state offered delivery.
(IX) FAR 52.212-1, Instructions to Offerors -- Commercial Items (JUNE 2008), applies to this acquisition. In addition to written price quotes, offers are instructed to provide

(a) The offeror certifies that each end product, except those listed in paragraph (b) of this provision, is a domestic end product and that for other than COTS items, the offeror has considered components of unknown origin to have been mined, produced, or manufactured outside the United States. The offeror shall list as foreign end products those end products manufactured in the United States that do not qualify as domestic end products, i.e., an end product that is not a COTS item and does not meet the component test in paragraph (2) of the definition of "domestic end product." The terms "commercially available off-the-shelf (COTS) item," "component," "domestic end product," "end product," "foreign end product," and "United States" are defined in the clause of this solicitation entitled "Buy American Act-Supplies."

(X) Offers will be evaluated solely on price and the price-related factors referenced in this solicitation, if any.
(XI) The offeror must submit a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items (JUNE 2009), with its quote.
(XII) The clause at FAR 52.212-4, Contract Terms and Conditions - Commercial Items (MAR 2009), applies to this acquisition.
(XIII) The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items (Jun 2009) applies to this acquisition. The following clauses under subparagraph (b) apply: 16, 17, 19, 21, 26, 29, 34, and 35
(XIV) The Government intends to award a firm-fixed-price order resulting from this solicitation.
