The National Oceanic and Atmospheric Administration, National Marine Fisheries Service (NOAA/NMFS) plans to purchase equipment upgrades on a sole source basis with Applied Biosystems, 850 Lincoln Centre Drive, Foster City, CA 94404.  The upgrades are as follows:  Kit, Upgrade from 3100 to 3130xl with Computer, TF Sequencing Analysis 2-pack and TF 3130xl Sequencing Install. kit.  The North American Industry Classification System code is 334516 and the business size standard is 500 employees. This acquisition will be processed under FAR Part 12, Acquisition for Commercial Items and will be made pursuant to the authority in FAR Part 13.5 to use simplified procedures for commercial acquisitions.  The proposed purchase is to bring an existing instrument up to comtemporary standards.  Applied Biosystems is the only source known to NOAA/NMFS that offers the proprietary equipment upgrades required for the ABI 3100 Genetic Analyzers.  This is not a request for competitive quotation.  However, if any interested party believes it can perform the above requirement, it may submit a statement of capabilities.  The statement of capabilities and any other furnished information must be in writing and must contain material in  sufficient detail to allow NOAA/NMFS to determine if the party can perform this requirement.  Capability statements must be received in the Contracting Office by 3:00 pm EST, on June 18, 2009.  If you have any questions, please contact Krisanne Rivera, Contracting Officer, via fax at 293-882-6570or via electronic mail [email protected].
