In accordance with FAR Part 6.302-1, the proposed contract action is for services which the Government intends to solicit and negotiate with only one source. This notice of intent to award is not a request for competitive proposals; however responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. A determination by the Government not to compete this requirement based on responses to this notice is soley within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.

The justification for the sole source requirement is as follows: Monaco Enterprises, Inc. is the only company that can provide the upgrade to the existing Monaco system.
