Fort Belvoir Community Hospital has a requirement to upgrade the ARIA and Eclipse software which support a linear accelerator used in the treatment  of oncology patients.  The Government intends to procure this upgrade on a sole source basis from Varian Medical Systems because preliminary market research indicates that only Varian, which is regulated by FDA guidelines, can meet the requirement because, as the original equipment manufacturer, only Varian can provide the required proprietary software, unique troubleshooting capability, and factory trained and certified technicians to perform the upgrade.

This notice is not a request for competitive quotations and a solicitation for this requirement will not be issued.  Prospective offerors are advised that, because there are no other known sources, the agency has authorized procurement of these services under other than full and open competition under FAR 6.3.  However, interested responsible sources may submit a capability statement for the agency's consideration in determining whether a competitive procurement should be conducted in the future for these services.  A copy of the Justification and Approval will be posted no later than 14 days after contract award.
