SUBJECT: NOTICE OF INTENT TO AWARD A SOLE SOURCE PROCUREMENT FOR UPGRADING THE STICK AND THROTTLES OF THE F-35 SIMULATORS.

DESC: INTENT TO AWARD A SOLE SOURCE PROCUREMENT WITH WITTENSTEIN AEROSPACE & SIMULATION. The Air Force, Edwards Air Force Base, CA intends to award a Sole Source purchase order to Wittenstein Aerospace & Simulation, 1249 Humbracht Circle, Bartlett, IL 60103. The Sole Source purchase will be for an upgrade of the stick and throttle of an F-35 simulator.

Upgrade three (3) existing sets of the sticks and throttles.

The first two items are for the Sidestick device.

ITEM 1: 10 Degree Sidestick upgrade

ITEM 2: Sidestick electronics upgrade (from General A to General C) - Includes the replacement of obsolete electronics to the latest version for performance enhancements and future supportability. The current electronics localize processing of force sensor data at the actuator thereby increasing this control loop to 4 KHz and improving performance.

The next two items are for the linear throttle device.

ITEM 3: Throttle electronics upgrade (from General A to General C) - Update single-axis electronics for the linear throttle.

ITEM 4: SPS Energy Module - Addition of energy module for the Navy variant. This is designed to absorb EMF to ensure the system stays online during "go-arounds" and other carrier exercises.

Please note that this is not a request for competitive proposals. However, all interested parties who believe they can meet ALL the requirements are invited to submit in writing complete information describing their ability to upgrades the three throttles and sticks.

Information received as a result of this notice will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Air Force not to open the requirement to open competition, based on response to this notice, is solely within the discretion of the Air Force. If the office has not received any affirmative written responses by 9:00 AM, PST, May 24, 2010, a Sole Source purchase order will be pursued with Wittenstein Aerospace & Simulation, 1249 Humbracht Circle, Bartlett, IL 60103.
