This "Notice of Intent" is not a request for quote and a solicitation will not be issued; however, all responses received prior to the closing date of this notice will be considered by the Government. The U.S. Energy Information Administration (EIA) is the statistical and analytical agency within the U.S. Department of Energy (DOE) intends to award a sole source contract to LCG Consulting. UPLAN-NPM is a production cost simulation model that can be used to perform detailed analysis of generator unit commitment, economic dispatch and wholesale pricing in United States electricity markets. EIA staff plans to use UPLAN-NPM for scenario analysis, discussion papers and today-in-energy (TIE) analysis, and to evaluate UPLAN-NPM forecasts for potential future incorporation in the Short Term Energy Outlook (STEO) for electricity generation modeling. EIA is to contract for 3-user license renewal and training support for the following models:
- UPLAN Network Power Model (UPLAN-NPM)/market simulation model (64-bit)
•· - PLATO (Plants, Loads, Assets, Transmission and Operations) Data Model [zonal database for the Eastern Interconnection, Western Electricity Coordinating Council (WECC) and Electric Reliability Council of Texas (ERCOT)]
In accordance with FAR 13.106(b)(1), soliciting from a single source for purchases not exceeding the Simplified Acquisition Threshold under the circumstances of the contract action deemed only one responsible source due to exclusive licensing agreement . (See attached)
SUBMISSION INSTRUCTIONS: Submission of any information in response to this notice is purely voluntary. The Government assumes no financial responsibility for any costs incurred.
In accordance with FAR 5.207(c)(16)(ii), all responsible sources may submit a capability statement which shall be considered by the agency, no later than the closing date and time of this notice. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice of intent is not a request for competitive quotations.
Responses must be in writing, by e-mail to the Contract Specialist at [email protected]. The e-mail shall contain the following subject line: Response to Notice of Intent - UPLAN Model and Databases License Renewal . Please submit all information no later than January 25, 2017, 12:00 pm Eastern Time.
THIS NOTICE OF INTENT DOES NOT CONSTITUTE A REQUEST FOR QUOTATION. THERE IS NO SOLICITATION AT THIS TIME.
