The USITC anticipates award of a Purchase Order, on a sole source basis, to the Centre of Policy Studies at Victoria University(CoPS), Melbourne, Victoria 8001 Australia. The U.S. Applied General Equilibrium (USAGE) Model is a mathematical model that has been used at the USITC for over 14 years in the analysis of trade policy.  CoPS at Victoria University(formerly at Monash University) has been the principle design developer of the baseline model.  This requirement is to provide both formal training on the USAGE Model through course instruction and informal training and assistance on application of the Model to such areas as import barriers, supply chain analysis, foreign investment, intellectual property and issues of model aggregation and closure.   The total period of performance is anticipated to be from November 1, 2014 to October 31, 2015.
