The United States Government, represented by the U.S. Agency for International Development (USAID), Democratic Republic of the Congo (DRC) Mission, is soliciting proposals from qualified organizations for the performance of services detailed in the attached Request for Proposals (RFP) to support a contract that will be administered by USAID's DRC/ Democracy, Rights and Governance Office in the DRC.
This is a full and open competition, under which any type of organization, large or small, commercial (for profit) firms, faith-based, and non-profit organizations in partnerships or consortia from geographical code 937, are eligible to compete. The procedures for "contracting by negotiation, trade‐off process" method of procurement, as described in Part 15 of the Federal Acquisition Regulation (FAR), and AIDAR, will apply.
