This is a Justification and Approval (J&A) for an Exception to Fair Opportunity under the authority of FAR 16.505 (b)(2)(i)(C). The purpose of the task order is to implement the Municipal Energy Reform Project (MERP) to improve energy efficiency in Ukraine and reduce reliance on external energy sources. To achieve the additional results desired under this modification/increase in ceiling, USAID will increase support for several Activities and Tasks. For details, please see the attached J&A.
