This is a Justification and Approval (J&A) for an Exception to Fair Opportunity under the authority of FAR 16.505 (b)(2)(i)(C). The purpose of the task order is to implement the Ukraine Trade Policy Program (UTPP) to expand export opportunities for Ukraine's private sector and promote the diversification of Ukraine's export markets. The additional activities are a logical follow on to the existing Statement of Work and are critical to the results under the current Objectives 2 and 3. For details, please see the attached J&A.
