This is a notice of intent for the General Services Administration to solicit space for the Executive Office for U.S. Attorneys  (USAO) in Birmingham, Alabama, from Elman Birmingham Associates, L.P, 100 N. Centre Ave Suite 502, Rockville Centre, NY  11570-6303); the current lessor.  The Government will negotiate a Succeeding Lease at the existing location (1801 Fourth Ave. North Birmingham, Alabama).  This is due to the economic benefit i.e. relocation/moving of personal property, telecommunication relocation, disruption, and tenant improvement costs which are not expected to be recovered through full and open competition.  The government will negotiate with the current lessor to lease for USAO approximately 52,467 rentable square feet of office space, laboratory space, storage area, break room area, computer area, distance learning area, maps and technology area, conference and training area and 27 structured  parking spaces.  If there are any expressions of interest  the following will apply. The space must be within a 1 mile radious of the HUGO Black Courthouse.  All space must be contiguous.  Offered space must meet Government requirements for fire safety, accessibility, seismic and sustainability standards per the terms of the Lease.  The proposed leased space shall be fully serviced.  Offered space shall not be in the 100 year flood plain.

 Required:  All services, supplies, utilities, and tenant alterations to be provided as part of the rental consideration.  Occupancy:  The space is required on or before February 5, 2016.  Term:  The lease term will be for 15 years 10 years firm.  Owners/Agents:  Any expressions of interest should be directed to Elaine Peters, Contracting Officer (CO), at (404)562-0128.  A copy of the justification for other than full and open competition is available upon written request from the LCO.
