REQUEST FOR INFORMATION (RFI)

WMEC 270’ Service Life Extension Project 2.0
This posting is a request for information from interested parties and is issued solely for informational and planning purposes. This posting is not a Request for Proposals (RFP) or Quotations (RFQ). This request for information does not commit the Government to contract for any supply or service whatsoever. Further, the Coast Guard is not at this time seeking proposals and will not accept unsolicited proposals. Those who respond are advised that the Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party’s expense. Not responding to this RFI does not preclude participation in any future RFP/RFQ, if any is issued. If a solicitation is released, it will be synopsized on www.SAM.gov. It is the responsibility of the potential offerors to monitor these sites for additional information pertaining to this requirement.
Interested parties are not required to be registered in System for Award Management (SAM) (https://sam.gov/SAM/) with an “Active” registration without an exclusion However, in order to be considered if the requirement is solicited, the organization must be registered in SAM as “Active” and without exclusion.
The United States Coast Guard (USCG) Surface Force Logistic Center (SFLC) is responsible for maintaining fleet readiness to support USCG missions around the globe. The USCG anticipates a need for conducting Service Life Extension Projects (SLEP) in support the 270’ Medium Endurance Cutter (MEC) fleet via drydock repairs in accordance with the attached “DRAFT” specification. The USCG is requesting feedback in an effort to improve relations with industry, promote transparency, and support operation efficiencies.
The USCG is requesting the following information from interested parties:
a. Brief capabilities statement not to exceed two pages to include a positive statement of your interest in this procurement as a prime contractor, DUNS number, business type (large business, small business, small disadvantaged business, 8(a)-certified small disadvantaged business, HUBZone small business, woman-owned small business, very small business, veteran-owned small business, service-disabled veteran-owned small business) based upon North American Industry Classification System (NAICS) code 336611.
b. Answers to the following questions:
1. What is your initial estimate for the time required to complete this work specification?
2. What is your Rough Order of Magnitude (ROM) cost estimate for the proposed work?
3. Does your company have the capability to perform consecutive availabilities with similar work specifications, or support overlapping periods of performance?
4. For the proposed work specification, how many days in advance of the performance period would contract award need to occur to ensure adequate time for resource and labor planning? Would this lag time remain the same for consecutive or follow-on availabilities?
5. For a follow-on availability, does your company anticipate a reduction in the time required to complete the work specification? If so, please provide an estimated duration savings.
6. Does your company expect to realize economies of scale when executing consecutive availabilities with similar work scopes? If so, are there estimated contract award timelines required to achieve those cost and production efficiencies?
7. What risk factors do you foresee that could impact the cost or schedule of this work?
8. Does your company have the interest, capability, and capacity to perform this work?
9. Do you have any concerns, limitations, or recommendations regarding the current work specification?
The USCG will be hosting Ship Checks on-board WMEC 270’ Cutters in Portsmouth, VA on May 22, 2025 from 0800-1200 Eastern Time (ET) in an effort to aid interested parties in their response development.
