The United States Coast Guard (USCG) Surface Forces Logistics Center (SFLC), Long Range Enforcer Product Line (LREPL) intends to contract on a sole-source basis with MTU America Inc to complete preventative maintenance and engine inspection on the Main Propulsion Diesel Engines (MPDE), model MTU 20V1163TB93, installed on board USCGC BERTHOLF (WMSL 750), a 418 foot WMSL class cutter. The maintenance will include items such as, but not limited to, coupling renewal, lube oil pumps renewal, engine inspection, and intercooler cleaning and inspection. MTU Friedrichshafen (MTU), a subsidiary of Tognum AG which is a joint venture of Rolls Royce plc and Daimler AG, is the original equipment manufacturer (OEM). MTU America, a subsidiary of Tognum AG, is the sole sales and service representative in the US for this series engine and has access to all proprietary information, design data, technical data, and detailed drawings for these engines. The USCG does not possess all design and technical data regarding these MTU engines which is necessary in order to accomplish this work and cannot provide it to alternate sources to assist them in accomplishing the required task. Therefore, the Government intends to solicit and negotiate with only MTU, America under the authority of 6.302-1. It is the belief of the Coast Guard that only MTU can perform this work because it alone possesses the required design data, technical data, drawings, and other related proprietary information necessary to successfully perform.

This notice is not a request for proposals or an invitation to submit proposals. However, all responses received within 14 days after the date of publication of this notice will be considered by the Government. Interested parties who believe they are capable of performing this work are invited to submit responses to this notice within fourteen (14) calendar days from the date of this notice. Responses must include the following information: (1) Ability to Perform the SOW; (2) Access to required OEM Technical Data including written confirmation from Tognum that tall necessary proprietary information will be made available to the interested party, or a demonstration that the third party already possesses all required proprietary information; (3) Past Performance Information. Interested parties who respond to this notice without providing the information requested will not be considered. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. Inquiries/information received after the established deadline shall not be considered for this acquisition. The submission of this data for review shall not impede award of this contract. The Government will not compensate potential alternate sources for work necessary to submit the information requested above.
