Solicitation HSCG80-13-Q-P45465 is for the dry dock repairs to the USCGC KEY BISCAYNE (WPB-1339) .This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-65. The applicable NAICS code is 336611. Size Standard is 1,000. This acquisition is for the procurement of dry dock repairs including 83 work items/CLINS. The performance period is for sixty-six (66) calendar days from May 1, 2013 through July 5, 2013. Place of Contract performance is the contractor facility. This vessel is geographically restricted to 576 Nautical Miles one way or 1152 Nautical Miles round trip from the cutter's homeport located at 100 Trumbo Point Key West, FL 33040.

This solicitation is issued pursuant to FAR Part 12, Acquisition of Commercial Items and FAR Part 13.5 Test Program for Certain Commercial Items. The Coast Guard intends to award a fixed price contract resulting from this solicitation. Work shall commence on or about May 1, 2013. The Government shall award a contract resulting from this solicitation to a responsive, responsible contractor whose written quotation is considered most advantageous to the Government, both in price and other factors considered.

The following factors shall be used to evaluate offers quotations and are in descending order of importance:
1) Past Performance
2) Price

Factors 1-2 will be applied to determine the best value to the Government. Past Performance is more important than price.

All correspondence concerning this acquisition shall reference Request for Quotation (RFP) Number HSCG80-13-Q-P45465. The solicitation will be issued on or about February 11, 2013 with a closing date for receipt of quotations on or about March 8, 2013, 5:00 P.M. EST. The RFQ will be posted on the Governmentwide Point of Entry (GFE), FEDBIZOPPS, which may be accessed via the Internet at www.fedbizopps.gov or https://www.fbo.gov. This requirement is 100% set-aside for Small Business Concerns pursuant to the Small Business Act and FAR Part 19.5. All Small Business Concerns firms may submit quotations, to be considered by the United States Coast Guard.

QUESTIONS AND REQUEST FOR DRAWINGS: The last day to request drawings or ask questions regarding this solicitation is February 25, 2013. After this date, further requests may not be accepted due to time constraints. Drawings will be available on CD-ROM and available free of charge upon the contractor's request.
