1. It is the intent of Military Sealift Command Ship Support Unit San Diego to make sole source procurement to FAIRBANKS MORSE ENGINE (OEM) to service #2 & 4 MDE & TURBOCHARGERS aboard USNS DREW (T-AKE 10) including materials and labor to accomplish the work identified in the Statement of Work. The company has proprietary rights to replacement parts and technical services being procured. This requirement is being issued as other than full and open competition in accordance with 10 USC 2304(c)(1) as implemented by FAR 6.302-1. Anticipated performance period is 17 - 30 September 2012. Interested parties may identify their interest and capability by responding to this notice or submitting proposals. This notice of intent is not a request for competitive proposals, however, all proposals received on time will be considered. A determination not to compete this proposed contract action based upon response to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The estimated issue date of the solicitation is 14 August 2012.

2. This solicitation for commercial item is prepared in accordance with the format prescribed in Subpart 12.6 of the Federal Acquisition Regulation (FAR), as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Solicitation number N40443-12-T-0231 applies and incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-58, 18 May 2012. The requirement is issued on unrestricted basis. NAICS 333618 applies with small business size standard of 1,000 employees. The government intends to make an award on or about 14 August 2012.
