The Military Sealift Command - Norfolk intends to award a firm-fixed price (FFP) purchase order on a brand name sole source basis to Fairbanks Morse Engines (FME) to provide OEM replacement parts for the ship's No. 3 Ship Service Diesel Generator (SSDG) for installation onboard USNS JOHN LENTHALL (T-AO 189). The SSDG Make & Model is the FM/ALCO 251-F. MSC will overhaul the SSDG No. 3 during the vessel's mid-term availability (MTA) in 2014.
The SSDGs provide vital electrical power to the vessel. Without the OEM repair parts, one of the four generators will be out of service thereby greatly reducing the electrical generating capability of the vessel and subsequently degrading the vessel's mission. Historically, due to lack of available off the shelf parts, the delivery of the parts in support of the overhaul is estimated between 270 days and 365 days after receipt of order (ARO).
The replacment parts will be delivered to Norfolk, VA 23511.
A parts listing has been attached to the synopsis. In addition, an executed copy of the brand name sole source Justtification and Approval (J&A) has been attached to the synopsis.
The contracting officer does NOT intend on issuing a solicitation for the subject requirement. Instead, the contracting officer intends to award a FFP purchase order to FME for the parts listed in the attached document upon closing of the synopsis.
The procurement will be conducted under the authority of FAR 13.501(a)(1)(ii) - The Test Program for Commercial Items (Section 4202 of the Clinger-Cohen Act.
