SYNOPSIS: USPR Radios
This synopsis is issued in accordance with FAR 5.101(a)(1) and FAR 5.207. This proposed action is for the procurement of a Universal Software Radio Peripherals (USRP) 2952R.
The Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b)(1). The Air Force Institute of Technology (AFIT) has a sponsor funded requirement to purchase GPS Time synchronization Servers to support ongoing research. The Universal Software Radio Peripheral (USRP) 2952R is a software-defined radio (SDR) designed and sold by Ettus Research which is owned and operated by its parent company, National Instruments (NI). The USRP-2952R is currently being evaluated for operation as a component in a rack mounted configuration for satellite communication. This procurement will provide rapid prototyping of wireless communications research and education. The USRP E312 is a battery operated SDR and will be used as a component for non-conventional 110V power rapid prototyping research. This item required for our research is only available through one source in National Instruments.

This proposed procurement will be a sole source award under North American Industry Classification System Code (NAICS) 334290: Other Communications Equipment Manufacturing. Business size standard for NAICS 334290 is 750 employees. PSC code: 5595: Cable, Cord, and Wire Assemblies: Communications Equipment.

This procurement will not be competed because the aforementioned Universal Software Radio Peripheral (USRP) 2952R designed and sold by Ettus Research which is owned and operated by its parent company, National Instruments (NI) is the only Software-defined radio that will meet the government's minimum requirements.

The Government will award a contract to the responsible Offeror whose offer conforms to the solicitation and is most advantageous to the Government, price and other factors considered. Technical Capability and Price will be used to evaluate all offers.
