The Northern Facilities Construction CMT of the United States Postal Service is soliciting proposals for building site prep project at USPS owned Middlesex-Essex Processing & Distribution Center, 76 Main Street, Middlesex County, North Reading, Massachusetts. Work to include but not limited to all necessary labor, materials, equipment, superintendence, transportation, temporary construction of every nature, and all other services and facilities necessary to expand workroom/recycling, demo, paving, stormwater sewer, Masonry, Thermal, Steel, loading dock equipment, fire protection modifications, lighting modifications, HVAC modifications, electrical modifications, BAS Mods, fire alarm system modifications, plumbing modifications, architectural partition and ceiling work. The estimated cost of the work is between $1,500,000 and $4,000,000, with construction completion no later than two hundred seventy (270) calendar days after receipt of the Notice to Proceed.

There will be a pre-proposal meeting for this project on Tuesday April, 16, 2013, at 11:00 a.m., on site. Attendance is not mandatory but is strongly recommended. As part of the evaluation process, all offerors MUST SUBMIT a COMPANY HEALTH & SAFETY PLAN. Prior to award, the successful contractor will be required to submit a PROJECT SPECIFIC SAFETY PLAN acceptable to the USPS Contracting Officer.

Since construction time will exceed sixty (60) days, contractor is bound by USPS Contractor's Screening Requirements.

In accordance with USPS contracting requirements, awards exceeding $1,000,000 require successful contractors to submit a Small, Minority & Woman-Owned Business (SMWOB) Subcontracting Plan before a Notice to Proceed (NTP) is issued and a quarterly web-based SMWOB report after issuance of NTP.

Requests for Information (RFI) must be submitted to Project Architect Engineer Edward (Ned) Taylor of McKinnell, McKinnell & Taylor, Inc. at [email protected] by 3:00 p.m., April 23, 2013. Responses are expected to be issued by April 29, 2013.

MINIMUM REQUIREMENTS:

Minimum Years in Business: Company must show proof they have been in the construction business for a minimum of five (5) consecutive years.

Prior Experience: Contractor must provide two satisfactory examples of being the prime contractor of similar type projects with a dollar range of $1M to $7M, in an occupied commercial / government / industrial building.

All proposals must be submitted in USPS eSourcing Emptoris. USPS eSourcing Emptoris is a web-based electronic solicitation platform.

Once a supplier completes the registration process, the Postal Service will review the entry within one (1) business day to ensure it is complete and accurate. Upon approval, the supplier will be notified via e-mail of their log-in credentials. Separate electronic messages will be sent inviting them to participate in the solicitation and notifying registrants when the event is opened.

Organizations can register at any time. However, it is recommended that prospective offerors complete their registration prior to April 29, 2013 at 11:59 PM (EST).
