SUBJECT: Solicitation for U.S. Personal Service Contractor (USPSC)

Dear Prospective Offerors:

The United States Government, represented by the U.S. Agency for International Development (USAID), is seeking offers from qualified persons to provide personal services under contract as described in this solicitation.

Offers must be in accordance with Attachment 1 of this solicitation. Incomplete or unsigned offers will not be considered. Offerors should retain copies of all Offer materials for their records.

The Social Movements and Collective Action Advisor/Senior Advisor will have expertise in nonviolent collective action, social movements, and civic activism as they relate to USAID’s efforts to promote development outcomes for civil society, media, labor, and democratic systems. The Social Movements and Collective Action Advisor/Senior Advisor is expected to carry out a diverse set of work assignments related to USAID's approaches with some technical oversight from their supervisor and the CSM Civil Society and Labor subteams, including making significant contributions to research, programming, training, monitoring, evaluating and learning (MEL), and policy.
