Naval Sea Systems Command (NAVSEA) intends to negotiate a Firm Fixed Price (FFP) type contract on a sole source basis with BAE Systems Hawaii Shipyards, Inc. for the execution of the USS CHUNG HOON (DDG 93) Dry-Docking Selected Restricted Availability (DSRA) homeported in Pearl Harbor, Hawaii. BAE is currently performing similar work under contract N00024-06-C-4408, which expires 12 September 2013 for scheduled CNO availabilities and 27 August 2014 for Emergent Maintenance (EM) and Continuous Maintenance (CM).
The authority for this action is 10 U.S.C.2304(c)(1) as implemented by FAR 6.302-1; the supplies or services required are available from only one responsible source and no other services will satisfy agency's requirements without unacceptable delays. BAE has been the prime contractor for the Navy's multi-ship multi-option (MSMO) contract to provide repair/maintenance services aboard CG/DDG/FFG class vessels in the homeport of Pearl Harbor for the past seven years. The contractor has demonstrated the necessary personnel management, planning resources and technical expertise required to accomplish this single CNO availability without causing unacceptable delays to the Government. Through extensive market research the Government has determined no other source capable of executing the USS CHUNG-HOON (DDG 93) CNO availability in the timeframe required.
The period of performance of the contemplated FFP contract award is Q2 through Q4 FY2014. The place of performance is Pearl Harbor, Hawaii. North American Industry Classification System (NAICS) code is 336611- Ship Building and Repairing. The anticipated award date for this procurement is December 2013.
