Northwest Regional Maintenance Center (NWRMC), Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS&IMF) Contracting Office (Code 440), Bremerton WA, intends to procure non-SUBSAFE structural repairs and preservation of exterior hull, superstructure, free floods and main ballast tanks in support of the USS MAINE FY17 Engineered Refueling Overhaul (ERO) being accomplished at PSNS&IMF.  The scope of work includes non-SUBSAFE submarine hull and structural repairs, lead bin repairs and conversions, de-ballasting and re-ballasting, blasting and painting.  Contractors will be required to hold a NAVSEA Notice 5000/MSRA qualification or submit equivalency documentation demonstrating sufficient organization, management and facilities capabilities (equivalency documentation shall be submitted at time of proposal).  Contractors performing preservation work shall be SSPC QP-1 certified (no equivalency allowed).

Based on market research and a sources sought notice, this acquisition is being competed on an unrestricted full and open basis.  The procurement will be awarded utilizing a best value source selection with subjective tradeoffs, requiring the submission of a proposal with technical, price and past performance volumes.  The NAICS classification for this acquisition is 336611.  The government intends to award a single Firm-Fixed Price contract.

The period of performance for this acquisition is anticipated to be eleven (11) months, commencing on or around 2 Jan 2017.   All interested parties may download the solicitation and any amendments at FedBizOpps (FBO), www.fedbizopps.gov.  All contractors must be registered and active in the System for Award Management (SAM) www.sam.gov/portal/public/SAM/. The solicitation along with any attachments will only be available electronically at FedBizOpps.  No telephone or FAX requests will be accepted, and no hard-copy solicitation/amendment will be mailed or faxed.  The dates of solicitation issuance, receipt of proposals in this synopsis are projected.

In accordance with DoD Directive 5230.25 and the International Traffic in Arms Regulations (ITAR), interested parties access to draft solicitation documents is restricted to ITAR compliant companies.  Requests for draft documents shall include 1) Company name and address 2) Company Export compliance officer name, phone # and email 3) CAGE and DUNS.
