The U.S. Army Contracting Command - Aberdeen Proving Ground – Natick Contracting Division on behalf of the U.S. Army Combat Capabilities and Development Command (CCDC), Biomechanics Team - Soldier Performance Optimization Directorate (SPOD) intends to procure on a sole source basis under FAR 13.106-1(b)(1)), Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements – UTM (Ultimate Training Munitions) conversion kits. Under the MASTR-E program, the Biomechanics team is conducting research on small unit performance analytics, SUPRA. This research seeks to provide the ability to monitor and predict close combat performance and lethality at the small-unit (squad) level through Situational Training Exercise (STX) Lane and Precision Room Clearing (PCR) instrumentation. Part of this monitoring is collecting data on a force on force, and shoot house exercise. Military grade conversions kits for Military M4 and M249 (SAW) rifles are needed for this exercise. Accompanied protective equipment will be purchased via this contract. UTM Limited meets all needs for the SUPRA protocol.

Natick Contracting is anticipating awarding this contract to UTM Limited, Hampstead Avenue, Mildenhall, Bury St Edmunds, Suffolk, IP287AS, United Kingdom. UTM Limited is the only known source that can supply the UTM (Ultimate Training Munitions) conversion kits and it is proprietary to UTM. A Firm Fixed Price Contract will be issued.
