The Naval Air Systems Command (NAVAIR) intends to issue multiple orders under Basic Ordering Agreement N00019-10-G-0006, and its follow-on N00019-15-G-0003 with Raytheon Company, McKinney TX for the V-22 Multi-Mode Radar (MMR) system, subsystems and associated supplies and services to support the United States Marine Corps (USMC), United States Air Force (USAF), United States Navy (USN) and Foreign Military Sales (FMS) programs under NAVAIR PMA-275. This includes, but is not limited to, the procurement of MMR system kits, miscellaneous hardware/parts, spares, integration, software sustainment, logistics support, engineering investigations, engineering change proposals (ECPs), training and technical support. In addition, efforts to address Diminishing Manufacturing Sources and Material Shortages (DMSMS) issues for the MMR system will be covered to include the conduct of obsolescence trade studies, and development of resolutions and implementation of obsolescence solutions from those studies, including Life of Type (LOT) buys for pending obsolete components.

Raytheon is the sole designer, developer and manufacturer of the AN/APQ-186 MMR system and claim proprietary rights to the MMR. As such, Raytheon Company, McKinney TX is the only known firm that possesses the unique engineering and technical data, requisite knowledge, experience, skills, and resources to accomplish these efforts. This acquisition is being pursued on a sole source basis in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C. 2304 (c)(1), as implemented by FAR Part 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." Note: The proposed contract actions are for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, any capability statements received within fifteen days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete these efforts based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
