This is a combined synopsis/solicitation for commercial items/services prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. The announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This solicitation is being issued as a Request for Quotation (RFQ) #10611-0037-4. The provisions and clauses incorporated are those in effect through Federal Acquisition Circular 01-23. This solicitation is issued under Simplified Acquisition Procedures (SAP) on an unrestricted basis. The NAIC is 484220 and the business size standard is $2.5 million. This contract action will result in a Firm Fixed Price purchase order. Contractor shall dismantle, transport, and reassemble a 1987 Miller Structures Office Building. Tear down is to include unblock, unanchor, hitches, marriage walls and plastic wrapped to prep the building for movement. Set-up is to include block, anchor and put the exterior of the building back together in its original content, which also includes re-seaming the roof. This pre-fabricated modular structure is currently located at the Department of Energy, National Energy Technology Laboratory in Morgantown, WV 26507. Contractor must transport the structure to the Federal Correctional Complex, Old NC Highway 75, Butner, NC 27509. Structure consists of 6 sections measuring 11' x 50' each. Total overall dimensions of structure are 70'7.25" x 50'. All utilities will be disconnected by the holding agency. FAR provisions 52.212-1 Instructions to Offerors-Commerical Items (Oct. 2000), FAR clause 52.212-4 Contract Terms and Conditions-Commerce Items (Feb. 2002), FAR clause 52.212-5 Contract Terms and Conditions Required to Implement Statues or Executive Orders-Commerical Items (June 2003). Each offeror shall include a completed copy of the FAR provision 52.212-3 Offeror Representations and Certifications-Commercial Items (June 2003), Offerors are encouraged to fax quotes to (919) 575-5036. FAR provision 52.215-5 Facsimile Proposals (Oct 1997), FAR provision 52.212-3 Evaluation-Commercial Items (Jan. 1999). The Government will award to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. U.S. Department of Labor Wage Determination 1995-0607, Revision No. 17, dated 05/27/04 and U.S. Department of Labor Wage Determination 1996-0104, Revision No. 16, dated 05/27/04 apply.
