While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. The Government has a requirement for two aerial surveillance aircraft for detecting protected marine species during at sea tests in the area of Norfolk, VA, over a 45-day period in April 2005. The two aircraft must be a twin-engine, high-wing design for optimum safety and visibility. Each aircraft is required to have unobscured bubble window views on each side of the aircraft. Each aircraft is required to have a pilot and co-pilot holding commercial and instrument ratings, substantial experience in flying marine mammal surveys, extended over water operations (i.e., 1500 hours total pilot time, 100 hours in category within the preceding 12 months, 1200 hours PIC in airplanes, 25 hours make and model, 200 hours multiengine, 100 hours operating below 1000 feet supporting observational, photogrammetric, or other natural resources surveys (over open ocean preferred)). Both aircraft must accommodate a minimum of three passengers and be capable of a minimum of eight hours of continuous flight time. Both aircraft must be capable of flying a designated transect pattern using Global Positioning System (GPS) input at slow speeds (~ 100 kts) and low altitudes (~1000 ft). The following minimum avionics are required: 2 panel mounted GPS units; 2 portable GPS units with serial/USB cable capability to provide lat/long output to a computer; 2 fully operational VHF radio units 1 primary and 1 secondary with top and bottom mounted antennas; 1 Iridium satellite phone for worldwide communications; an intercom (static free, clear communications) with headsets for all occupants of aircraft, intercom linkage to VHF, and 1 gyrostabilized lightning detector or atmospheric device (e.g., Stormscope or Insight Strikefinder) for detecting electromagnetic output of lightning strike. Additionally the aircraft is required to have emergency equipment as listed in 14 CFR Part 135 ยง135.167, including registered 406mHz EPIRB capable of being removed from the aircraft and operated in a marine environment. All aircraft operations will be in accordance with approved FAA Operations Specifications, and all applicable portions of 14 CFR Part 91.
