The Department of Interior, U.S. Geological Survey (USGS), Alaska Science Center, has a need for a vessel charter for SWAN Nearshore Monitoring Program in Katmai National Park, Alaska. The vessel will be chartered for a minimum of 10 days and a maximum of 12 days between 24 Jun 2007 and 07 July 2007. Actual trip timing and length will depend on charter cost, weather conditions, and tides. The area of operation will be coastal sections of Katmal National Park and the cruise will originate and end in Homer, Alaska. The vessel will provide transportation and support for 7 scientists. The vessel will be used primarily for sampling intertidal sites during low tide, conducting boat-based marine bird and mammal surveys, conducting shore-based black oystercatcher surveys, collecting sea otter foraging data, and conducting shore-based sea otter carcass surveys. Vessel must meet U.S. Coast Guard standards for an "oceanographic research vessel" for safe operations at sea in the geographic areas of Prince William Sound. Name, proof of U.S. Coast Guard license, proof of insurance, and a description of the watercraft experience of the Captain is required. Captain must have at least three (3) years of experience operating watercraft of the size being offered in the following specific region of Alaska: Cook Inlet and Shelikof Strait. A fixed price type order is contemplated for this requirement. Competitive procedures in accordance with Federal Acquisition Regulation, Part 12 Acquisition of Commercial Items, will be utilized. Award will be made to the offeror whose quotation is the best value to the government. Vessel suitability as determined by a USGS project leader/inspector will be a main factor in selecting the contract vessel. The Government reserves the right to make award to other than the low offeror. It is anticipated that a Request for Quotation (RFQ) will be issued and posted to this site on or about February 28, 2007 with quotations due on or about March 15, 2007. All responsible sources may submit a quotation which will be considered. This acquisition is set-aside for 100% small business participation. The associated NAICS code is 483114 - Coastal and Great Lakes Passenger Transportation, with an associated size standard of 500 employees. This notice and any resulting request for quotation or purchase order conforms to the requirements in place through FAC 2005-15, effective 12 February 2007.
